Recieved a text that appears to be from PM about a Koodo offer. Is it safe to say this is a legit text from them? I think Koodo/PM/Telus are all related?

Any idea which parameters affect eligibility?
I've never been targeted by Koodo migration offers, though some of my referrals have.
And past migration offers have been handled like gong shows. Many PM-to-Koodo customers were dissatisfied with their new arrangements, quite unhappy they couldn't return to PM (because locked in) or could only return as "new" customers (losing all history, rewards, and funds in account), and very angry when denied mobile number ports between Telus subsidiaries.
I'm not saying this Koodo offer is necessarily good or necessarily bad. Just saying it's prudent to read Koodo's fine print carefully before jumping ship because it can be a costly one-way path.

There's no way to stop someone else from sending you a text message with a fake website or phone number, but yes, there is a valid offer for a $35 or $50 Koodo Mobile migration plan. Not all Public Mobile customers are eligible. It is a targeted offer.

Yep, it's legit. Too legit to quit!

Doesn't seem to be. Some on $15 plan, see others on $25 plan and $40 plan.

Yes it's legit. Many of us have received it, although I don't think it's a great offer to move:)

Yes many have received it today. Telus owns Koodo and Public Mobile.
