You can try but I really don't see a refund happening here. I believe that for a refund to be even considered (official policy at Public Mobile is no refunds), there would have to be a situation in which Public Mobile made a mistake or a computer system error failed to provide you service. That hasn't happened here, at least based on your message.
I would just unlock the phone. That way, for future, you can use it anywhere you want (assuming compatibility with the network).

hat phone do you have iphone usually cost 50$ to unlock while androids usually are from 3$-15 on ebay.
