This means that your phone is locked to a provider other than Public Mobile. You will have to contact the original provider the phone is locked to so as to have it unlocked. In Canada all cell phone providers have to do this for free now . Most providers let you do it on their website quickly. If this does not work for you , you can contact the original provider by phone and ask to have the phone unlocked. They will need the IMEI number to to this . You can get this from the phone by pressing in the following number from the key pad : *#06#
