Is it possible to activate an eSim on a new phone that isn't currently connected to a cellular provider?
The new phone is able to connect to WiFi.

yes, you can.. as long as you can download PM app on the new phone using Wifi

If it is a new activation, download PM app and setup a new account with an email address and following the subscription process

if it is for an existing PM account, after you download the PM app, login, go to Profile->Purchase sim card and choose esim
