Is calling Cuba included in the long-distance add-on?

If not, what is the cost per minute to call Cuba?

I don't think you can use VOIP if you can't get data and I thought Cubacel didn't gave data to roamers.

Adding to @GreatCanadian's reply: Public Mobile doesn't offer pay-per-use international calling. So, if you need to call outside of the countries listed above (available with the $15/400min LD add-on) a VOIP service is the way to go as mentioned by @shawnie_boy.
