If I buy two $20 bill credits (total $40 value) to pay my $22/month fee does the second bill credit carry over to next month?
That way next month I will have $18 left on the 2nd $20 bill credit so that the 2nd month is $4 to pay?
Or does my second $20 bill credit just cover the remaining $2 of first monthly bill and disappear, then the 2nd month I would have to pay a whole $22 from my pocket. I hope it is not like this and they make sure the points are completely used.

when you buy voucher, they should have taxed you already, ie, the shop should have charged you $40 * 1.1498 for the two $20 vouchers
so, you will see a $40 usable amount as the credit after you loaded the vouchers. What it means is that with a $18 plan, PM will only deduct $18.54 from the credit. So, your $40 credit will be good for 2 full months and still have $2.92 left

I am from Montreal, Quebec and yes there is a 911 fee. But I incorporated this into the price.
I have the 18 dollar plan which with 911 tax is $18.54 then with GST and QST $21.32 total per month. I use autopay so it will take the money from my credit card each time. So thank you for your kind thoughtful response, I see that my 40 dollars of credit will cover for both months as first a $21.32 and for the next month a 18.68 will cover the next month so I will just have to pay $2.64 from automatic whitdrawel from my credit card.

your first part of the math was the correct one
if you buy 2x$20 voucher, it will deposit $40 in your account as a credit. So, after the first renewal of $22, you will still have $18 credit in your account and you only need to make sure you add $4 into the account for the next renewal (or the system will take $4 from your credit/debit card if there is one set there and Autopay is enabled)
but which province you are at? some province needs e911 fees on top
