Just to be further clear on top of what @xCameron94x and @Luddite have already replied: you DO need a texting plan to be able to send and receive MMS messages, regardless of whether or not you have a data plan.
If your plan includes global texting and any amount of data other than no data?
- all good.
If your plan includes global texting and no data?
- no problem, but make sure you have mobile data turned ON on your phone. Do not worry about unexpected charges, you won't get any data service other than MMS messages and will never get a surprise bill
If your plan includes some data but does not include global texting option?
- you will not be able to send or receive MMS messages. You may want to look at data-based services such as WhatsApp, Facebook Messenger, iMessage, Line, BBM, Slack, etc as an alternative.

Just to be clear: a data plan is NOT required for picture messages/MMS but cellular data must be turned on.

You can send a picture through text without getting charged, no need to worry. Just be sure that you are connected to data when you do so, or else it wont send. Public Mobile is pre-paid so you wont be over charged or see any surprise charges
