I saw a plan for $20 for 3 G or $19 for 1G, but can't change my plan to those;

How can I change my plan to cheaper ones.

Did you see those plans when you were logged into your account? 

Maybe try using the PM app and see what is available.

Public Mobile does still allow plan downgrades, but there are just more instances of not all plans being available to some existing customers.  I have a bunch of plans that I can downgrade in price to.
