My father in-law signed up a long time ago and he does not even have text messages on his phone plan. So I was trying to register an online account so that he could start receiving and sending text messages but in order to register for online account the system send a verification code to the phone but how phone can't even receive text message so how will I be able to even register him and add this text messaging feature to his existing phone line?

You can try sending a message to the moderators explaining your situation, they should be able to help you out. Include your father-in-law's account details and what is happening to his account.
