I'm thinking of getting a new number with public instead of porting my old one, so I was just wondering if I'd need to call rogers in order to cancel my plan.

If you are on contract, be aware of the early cancellation charges. Also if you leased a phone from Rogers, make sure you don't need to return that before cancelling. Once you port a number your old account should automatically be closed, but double check to make sure. You may want to download any old statements beforehand, in case you can't access them later.

if you are not porting your Rogers number, then yes, you can call them to cancel
but if you want to keep it, you need your Rogers account still active

Yes, you would have to call them to cancel the service if you don't want to be paying for 2 phones.
Only if you port you don't cancel first as it would automatically cancel upon the successful completion of the port.
