It won’t let me access my phone account to change my SIM card from my old one on file to this new one I have I bought yesterday

i suggest you close all Browser and do clear cache and cookies for any Browser,
and try open Browser incognito mode,
and try it for a different Browser and open incognito mode,

and use a Browser from your computer,is better
use Browser microsoft edge or chrome latest version
and just make sure your Browser is up to date update

and if you use a home internet please do one thing take your power internet off for about
a 1 minute and put it back on,to refreshing your network,

What kind of error message you get trying to log in?
The account might be only temporarily locked for an hour due to too many (5) attempts. You might want to wait an hour and try again.
If you are positive you entered id/pass correctly before being locked out, try different browser.
If you still have issue logging in, try the Forgot password link to reset the password. You will need to answer security questions, though.
If you don't know the answer to the security questions, you can open a ticket with mod to have it reset.

Your account gets locked out after 5 attempts at login. You should wait one hour and then try again or reset your password.

If still not working, you will need to customer service agent (CSA).
You will need to contact customer service agent (CSA):
Click on the chat bubble icon on the right lower corner of website to start ticketing process to contact CSA. Type: I can't login. Follow the prompts to submit ticket.
CSA may ask a few questions to verify account ownership and then should be able to help you. Response times can take a few hours. Check your private message inbox (envelope in upper right corner of website).
