Try using your old address and postal code. Address don't ever really matter here. No mail will ever get sent there.
Addresss isn't asked for by Public Mobile when paying.
When credit card validation goes through, it was my understanding that if the credit cards postal code should match what you enter when you sign up. So using her new postal code with that credit card failed, it would be idea for her to try using her old postal code when using that credit card. JMO.... but what do I know.... I'm just a customer. 🙂

that will be a problem
your only choice is to buy a prepaid credit card. Prepaid card can use any address

the address on your account must match the address on your card...sometimes the postal code can be tricky when entering O or 0.

What error is it giving you? If it's declined, reach out to your credit card company and find out why. They'll see a particular code that tells why it was declined. Good chance it has to do with your address and postal code. The postal code may not match what your credit card company has on file or Public Mobile's wonky system doesn't recognize the postal code as it uses Google as a frame of reference. We all know Google is never wrong. LOL
