there is no button that says send by email plus i can't make outgoing phone calls

Try getting the code via email
if you cannot receive 2FA via SMS, click "Didn't Receive code" or "Resend Code" and choose "Send email" to get 2FA
If you still unable to get the code, you will have to engage PM CS agent by direct message:
