@Zeus : recharge.com seems good. Seems to work _almost_ immediately. There's a slight surcharge over buying in a store. And that's also dependent on what province you're in.

Edit: Oh, and to get your services working sooner you could buy vouchers in many stores or online and redeem in the 611 service. Or use the instant top-up method in a few stores. Then figure out your login and changing card.

You can make a manual payment using a payment card to reactivate service.
