How to open a ticket?

I keep going in circles - I'm told to ask the chatbot - chatbot can't answer my question - it doesn't give me a way to open a ticket but tells me to ask the chatbot. Chatbot is supposed to give me an option to open a ticket but does not.

"Open ticket" gives the option for a ticket.
