I am currently on a $15 plan. What is the best way to contact customer service to get this plan?

If this plan is Not offered to you through My Account or you did Not receive SMS offering you this plan, you cannot get it as most likely it is for new customers only.
You can open a ticket and ask agent if they are willing to switch you, but be ready for rejection.

sorry, that is by invite only, and you cannot just ask for it.  Many saw different invites before , tried to ask but they got declined

So, if you don't get it this round, maybe PM will send you a better one later
