They do need ticket if it’s Koodo pre paid and not post paid , so if Koodo pre paid @Freeway use link to support if it’s Koodo post paid then yes @Chalupa_Batman is correct

You really don't need to open a ticket to transfer from Koodo to Public Mobile.
Log into your account and then click on this link.
