You do know that you need a new eSIM for each phone. You can't transfer the eSIM from one phone to another. You have to purchase another eSIM online for $5 on the S24 then a QR code will be email to you.

According to Public Mobile’s eSIM FAQ.
“Managing Your eSIM
Can I transfer my eSIM to a new device?
If you're switching devices, a new eSIM will be required for the new phone. You can purchase a new eSIM and install it on the new device using the Public Mobile app.”
You will have to purchase another eSIM which you can do on the Public Mobile app ONLY. Click the plus icon and click Subscriptions & Add-Ons then press the little cart icon and select eSIM. Then proceed with the payment and you should get an email with the details.
Personally I would recommend that you get a physical SIM card instead as you can just take it out of the old phone and put it on the new phone. Ultimately the choice is yours. If you are going to purchase a physical SIM card buy from Telus or Koodo (both of them may say they won’t have it) or even Amazon as it’s quicker.

Can you uninstall the public mobile app first and then install the app on the new device and log in from the app through the new device.
The steps for purchasing a new eSIM are as follows

Login to your self-serve account and should be able to purchase a SIM card via e-Sim option.
