sorry to reply late. you actually don't need the app to activate
you can use the browser to activate first. It will go as far as payment step. Make the payment
Then it will ask you to download the app after you paid. At that time, your account is already created and this is where PM support can help
Open ticket with PM support at that time. They will ask to validate you and they will then help you to either get a new phone number or help to get the information for porting
When you are ready to open ticket, please submit a ticket with CS Agent here:

@Emilie11 New Boxing Day plan ? If so you could have asked support if they can help put you on new plan instead of creating new account . But you can anyways make payment on your first plan and ask and try get refund for the second plan you can’t activate because of app
they helped me with the 50GB for $34 plan

Actually I have existing plan from public mobile but I did not pay because I purchase new plan . this new plan I supposedly activate but I Cant.

@Emilie11 You can’t you need the app to activate . Can you use a friends phone to download the app activate the delete from phone , from there you can manage account from the website
