Are you trying to dial a specific number or all numbers in general? Have you recently traveled outside of Canada and used a eSIM from another country?
There are two options you can try. Do a hard boot which is turn off your phone, wait 5 minutes and turn it back on. If that doesn't work, then try to reset your network settings and then reboot your phone. If those two things don't work, contact a customer service agent the following ways.

Is your account active? Keeping up with your monthly payment?
Login to your account on the PM app or website to check on your status.
If everything fine, reset the Network setting on your phone if that didn’t work.
What is the make and model of your phone? Is it VoLTE compatible?
