Do I have to turn off previous provider in settings for public mobile to begin

@Koala1  Yes if you replied YES to the your old provider then remove that sim and set public mobile sim as primary and reset network settings and reboot the device and test calling data and text

Yes, it is better to turn off old one.  Turn on PM sim and set it as Primary.  Reboot phone and Reset Network Settings

Yes, reply yes to the sms and wait about 30 minutes.  Then remove or disable previous SIM, then insert Public Mobile SIM or enable eSIM and restart your phone.
