Sorry for your experience. I had the same thing happen August 2019.
On iPhone, go to settings > cellular > cellular data options. Then disable the option for Enable LTE. Try logging in again. This worked for me. Once I was back on, I change that setting back on. Everything has been fine since.

Have you confirmed your plan has data left; you can use cellular data to surf the net?
Another experiment: tether another phone/computer to your phone and see what happens.
Just thought of another one: create a new Community account.

This means your account is not the issuse. The IP adress was the issue. Someone else might have used address in past to spam.

Yes. Public can change your IP at any time, from session to session. They can also assign the same address if they choose to. Some people pay extra for static IP for home or business internet connections.

It's working when I use home Wi-Fi.

Try the incognito mode....with data...perhaps..
