I want to downgrade my subscription from a 5G plan ($32, 20 GB), to a 4G plan ($24, 5GB). I do not see that option coming up in my "Change subscription" window?

I understand. You might contact the places that you mention and see if they'll send validation to email rather than cell number. Otherwise you'll just have to keep the existing account active until estate issues are wrapped up. Then you can cancel the payment card and the account will deactivate.

Too bad Public Mobile is making things so difficult. My son-in-law passed away and we simply want to keep his cell number active for some time while we take care of the estate. As you know, a cell number if often used to validate acces to accounts but, outside of that, there is very little use we will make of that cell hence our intent to downgrade. I was hoping that Public Mobile would give us an easy way to do that.

Good thinking BUT...when you cancel your Public Mobile account, you'll lose your cell number. You could park your number using NumberBarn; then activate a new Public Mobile account using a cheaper plan...then port in your old number from NumberBarn.
It's a bit messy but its an option anyhow.
Alternative is to keep your current plan but keep watching if anything less expensive shows up in your account. Make use of your Reward points...if you have at least 20 points you can redeem them for $20 credit toward next renewal.

once you have a higher value plan you likely can't downgrade to anything much cheaper. The plans you want are actually to attract new customers. We can only downgrade to whatever plan we see in our own particular account.
