Use to play Word 2 with wifi but even though wifi is on, Word 2 is using data, and data is supposed to be turned off?

did you see the data from your device data usage page?
if iPhone, reset statistics and monitor it
If Android, change the start billing cycle date to today and you can tell if it used your data (assuming you used it today)! or change to different start date and you can tell

...that and if the app settings allow background data use then turn that off too.

@davescaning Data doesn’t need to be off . Just need your wifi on . And if you have wifi assist on . Turn it off . When I’m at home in wifi and go to my garage my phone will actually use phone data because I’m to far from wifi . And that because of wifi assist

if mobile data is completely toggled off, the only way it could be being used is if you have data assist set such that data kicks in when your Wi-Fi signal is weak.
you may also want to make sure that you turn off background processes on apps when you are using data.
Otherwise they consume a little when data is on.
