Hello,
My data is barely being used - as I have confirmed by checking the MB's of usage data - but in the second week of every month I receive messages that I have run out of data - and then I don't have data for the last 2-3 weeks go the month. Can you please help to fix this issue? Thanks.

did you check if you have enabled data limit by mistake? this is a common issue on Android

So everything else works just fine.
You use data for about a week no problem then it stops working until your next renewal then the pattern repeats?

Thank you for your response. MyPM account shows that I have used barely any data, but I still get cut off as if I have used all of the data on my plan.

Check on you phone's settings that you didn't put on a data limit.
You can check in Network or internet connections or Data.
Or Cellular, Cellaulur Data. If there's a number there either remove it or increase it.

Always check PM account to confirm how much data you have left.
And do not leave phone and data ON over night as phone and apps will use it whenever they can.
