I have about 3GB left of data but the data isn't working. Any idea why this is?

Perhaps related to your data problem and then the fix of resetting network settings...Public has been slowly and selectively enabling volte calling on some devices. VoLTE is where the phone stays on the LTE connection for a call rather than dropping down to 3G/UMTS.
So if you like you could look into your phone settings to see if there's evidence of volte having been enabled. What make and model of phone is it?

It worked once I reset the network setting. Thanks so much for that suggestion.

did it work before?
check if your Mobile data is turned on
check if you have set a data limiter
at least try this, click Reset all network. This is reset the APN and should work after
