My credit card was hacked and cancelled, I had pre-payment so now my account has been closed and I can't find out how to pay with another credit card.

How long has your public mobile account being inactive?
If less than 90 days, then you're fine and can reactivate with a manual top up using another credit card or by using a payment voucher.
If greater than 90 days, your account completely closed and you cannot recover it.

If you have another valid credit card Log in into your PM account and update credit card info:
You can always pay for PM service using voucher until you get new credit card.
