PM's system can only have one email address for one account. So, you might got stuck because of that. The email must have been used with an active account or an old account
Better to use a new email address to setup a new account

for new account , new subscription, just download Public Mobile app and start the subscription. Remember PM's system is set to have one email for one account. So, if you a PM customer starting a new account, you need a different email. For the phone number, after payment, you will be asked to choose a new phone number or transfer from another provider
