A friend would like to switch over to Public Mobile with her current phone number. I can see the process for doing this but I can’t find out if she is able to keep her current contact list, photos, etc when she puts in the new SIM card.

While contacts used to be 'attached' to SIM cards, they are rarely done so any longer.
As far as any other photos or documents, they are very likely on the device storage completely separate from the SIM card.

All that information should still be in their phone already.
All that information will still be available to them, after the PM is activated and installed.
There's nothing to worry about.

@franselig Contact list are usually saved on the phone and very likely backed up onto iCould or Google.
and Photos for sure saved on the phone.
Once very easy thing to test and confirm the contacts. Remove the sim card, reboot the phone. If you still see all the contacts there, you are all good
