It seems the consensus is that prepaid phone plans (including Public Mobile) cannot be used for collect calls.
Here is another post with interesting tips

The fact of the matter is that there are extra charges for any collect call, regardless of ANY plan on any cell service, and there are no cell phone plans out there that include collect call charges AFAIK. Since PM is pre-paid, there is no way for PM to collect extra charges; therefore, the logical conclusion is that there is no way to accept a collect call on PM.

@Misslynn, I tried calling from my office phone to my cell via collect call, however, the office VoIP system doesn't allow me to access an outside line and call collect with a leading 0 (I need to press 9 to get out, then type 0).
So, I still can't confirm.

There's no collect calling in the cell business.
Thought it might be too good to be true!

Public Mobile is a prepaid service. As such, there's no way to be billed for a collect call.

That's an interesting question, if there are no extra charges for incoming (just airtime for limited minute plans), then how would a collect call get charged? Hopefully, someone has an answer.

I want to say no, as there are no 'extra fees' at Public Mobile. You can't be billed.
However, an unlimited plan might be able too.
