How do I change phones using the same sim card

Something else to consider. Look into your calling plan and the way you are dialing numbers.

 

Are you on a province-only calling plan? Are you calling from your contact list in which numbers are prefixed by "1"?

 

What happens when you try to call out?

I think the S3 uses a mirco sim.  If the Galaxy Core is a recent phone then probably a nano sim.  Here is info about diffeent sim sizes.  https://iihelp.iinet.net.au/SIM_card_sizes_explained

Which version of the Core? Core, Core Advance, Core 2, or Core LTE. Not all are fully compatible with PM. Check out your specific phone at https://willmyphonework.net/

My phone is a Samsung s 3 and I am switching phones to a Samsung  galaxy core.

You may need to do a network reset. Since you're not being specific about which phone, we're not clear on the OS version. However, under "system" should be "reset options" with a sub-option to reset "network" or "wif-fi, mobile & bluetooth". 

 

Note that after resetting your network, you will need to reconfigure all your wifi and bt connections.

As @wetcoaster said, it's usually just that simple unless the phone you're changing from is old enough that it uses a microSIM instead of a nanoSIM. In that case, your SIM card may just have a pre-scored punch out to make it smaller. If not, you can try and cut it down yourself (not recommended) or you'll need a new SIM.

I did that but I can’t make outgoing calls. I can only receive calls.

Take the SIM out of the old phone, put the SIM into the new phone.

 

Newer SIM cards are 3-in-1, if you need a smaller size  remove the outer rim.

If you have an old single size SIM you can cut it down, or you can go and buy a  new one and transfer your Public Mobile service to the new SIM number in your self serve account.
