I would like to change my plan from $15 to the promo $24 for # 902-xxx-xxxx

There's no guarantee of this.  The plans that are being asked about are for new customers only.  Any time a customer support support agent makes an exception, it needs to be treat as such and as being on case by case basis.  There isn't any way to know the type of answer any specific customer will receive for these types of situations.

They were very helpful and was able to change from a lower plan

The plan is for new activations only.

But you can check your luck with PM agent.   please submit a ticket with CS Agent here:

Remember, that plan supposed to be for new activation, so agent has the right to decline your request, although some reported they got it.
