I recently switched to iphone 13 a few months back and the cellular data is overall slower - images, sites load slower, and in many cases, things will not load at all, e.g. photos from restaurants on google maps app, twitch streams. I switched the simcard back to my old android phone and the data works fine.
Any way to fix this problem on iphone 13?

@RichardLSC did you also try:
Turn Off Background Apps Refresh
Turn Off Data Saver Mode on iPhone
And check if you have the latest carrier profiles
Also check if you have latest iOS updates

Have you contacted Apple Support on that issue? It seems there are several complaints about slow data on that iphone.
I supposed you already did a Network settings reset and update Carrier Settings ?

I think what @esjliv mentions is about the SIM being re-provisioned after being used on another device. Not sure if this re-provisioning would cause any speed improvement
But OP said he "switched the simcard back to my old android phone and the data works fine.", so I guess it was done once and no improvement I guess.
(from an Android user...Me.. Maybe iPhone not working as good as an Anrdoid :))

I think I recall someone else with this same phone that was complaining about data speeds. Then when they switched it to another device, than back to the iphone 13 something improved.
So @RichardLSC, maybe you just solved your own question if switching the SIM from one phone then back again helped.
I don't see as switching the SIM card to another phone as being part of any solution. That's really to see if there's a problem with the device. However, something happening after the swtich to another phone doesn't always mean that change caused the improvement. The simple act of disconnecting and reconnecting to the network can sometimes fix issues.

Try setting the iPhone device to 3G only network.
Do you notice any difference data speeds now?

if still not fix it you can try backup and do Factory Reset How to do Factory Reset..

you can try reseat the SIM card and Make sure your phone is off before removing your SIM card,
1. power off your device
2. take out the SIM card,
3. waiting a 1 minute,
4. put it back and power on,
5. toggling airplane mode off/on,
Go to Settings > General > Reset > Reset Network Settings.
This also resets Wi-Fi networks and passwords,
