The inability to make outgoing calls is unlrelated to an incomplete number port. Outgoing calls would work even if the number porting failed.

Does data and text work? Which plan are you on?
There have been talk issues recently with the VoLTE roll out.
Other troubleshooting advice:
Try to manually select with 3G Network or LTE network
Network reset of phone (this will erase Wifi password settings)
Toggle airplane mode on, then off.
You can also try the SMI card in another working phone. To help determine whether hardware issue versus PM service problem.
If PM service problem, then you will need to contact customer service agent.
