I also need to update payment and get a system error when I log in - how can I make a payment to get my account reactivated as I have no cell service.

Since the site is down, you can purchase a voucher and dial 611 and enter the voucher number.

Or you can buy a voucher from SDM/7-11/Shell/London Drug (buy from them as their vouchers can be used immediately, vouchers from other places might have a 24 hours wait time), then load the voucher using *611
You can also buy the voucher from recharge.com with a small service fees
