When picking new plan, submit buttons will not light up. No problem with them to accept payment voucher though. Frustrating!!!!!!

What browser are you using? Internet Explorer, Firefox, Chrome, Safari?
Have you cleared the browser cache?
Have you tried incognito mode?
If you're not sure of these things, we can try to guide you for the specific browser you're using.

Just on the $10 plan to keep account active over the winter while we were away. Want to to change to the $50 plan, which highlights beautifully when picked, but as far as the submit buttons for change now, or on plan anniversary, it’s a no go as far as being highlighted. Clicking on either of them does nothing. They are faded gray

Did you try incognito mode and/or clearing your browser cache, as @Lieux mentioned?
What plan are you on now? On the Change My Base Plan screen, when you scroll down (after choosing a new plan) what does it say under CURRENT PLAN?
After choosing a different plan than the one you're on now, you should see two choices at the bottom, Change plan now OR Change on next renewal date.

Did you try after clearing your page with incognito mode?
