The Moderators should be able to see that you were unable to use the add-on as the data would show as unused. I think if you take the right approach, and be kind, they will likely understand. It's not your fault it didn't work.

Are you still in the USA? Make sure to turn on data roaming for your phone. Also can try to manual choose the US carrier, either AT&T or T mobile. Try to switch between carriers.

Add-ons are prepaid so they usually remain in your account until they are used up. You could try to contact a moderator to ask for a refund but there are no guarantees.
