If you are an iphone user and you turn your data off occasionally, then turn off iMessage and use regular text messaging instead.
To do this, go to Settings > Messages and toggle iMessage off.
If you prefer to use iMessage, then you can perform the following steps to fix the issue:

Do you mean SMS does not go out at all or recipient is not receiving it?

We’re you able to send text before or did this just recently start also are you able to make phone calls and is just text messaging issues?As mentioned from one of the other people here try taking your SIM card out (while phone is off) and putting it back in turn your phone back on and try and also make sure you are in a area with service

@1oreilly How long you have the problem? Was it ever work and just stopped working or it never work since you joined PM?
So, incoming and outgoing calls both work? but not outgoing Text? how about incoming text?
you can try to clear cache on your Messaging App. If you are on Android, you might even want to try to use another messaging app like Google Messages.

Go to Settings > General > Reset > Reset Network Settings.

for iphone go to Settings > Messages > To turn iMessage on or off,
Turn your data on to send a Picture Messaging in world-wide,
if your data is off and your home internet wifi is on is not going through the Picture or a video Messaging,
you have to do this to is going through you will need to turn your data on to send a Picture or a video Messaging in world-wide,
make sure your Data is on.
and do again Rebooting your phone means to turn off your phone and turn it back on again.to refreshing your network...

can you try reseat the SIM card and Make sure your phone is off before removing your SIM card,
1. power off your device
2. take out the SIM card,
3. waiting a 1 minute
4. put it back and power on,
5. toggling airplane mode off/on,
and try manually selecting network "3G ONLY" or WCDMA only,
