Hey @Biao,
thank for getting in touch with us !
We may need to do something called refreshing an SMS service # - this basically enables messages to be sent/delivered. I've sent you a private message, can you please view it ?
Thank you
Mary

@Biao, what plan have you selected for your Public Mobile service?
Have you mistakenly selected a plan without SMS?
You really need to provide more information, as we can't help you unless you give us more required information.
Help us, help you.

Not to mention an obvious language barrier. Is seed meaning send or is it an incorrect past tense of see. Or both.
Edit: @Biao: Maybe try using Google Translate and type in what you want to say in the language you're comfortable with and translate it to English and then copy paste the result to here. It'll complain about html but just click Post again and it'll get here.

@Biao are you trying to text someone else with an iPhone? Or someone with an Android phone? Or does neither work. Can you not send ANY text messages, or for some contacts you can and others you cannot? Do you have your mobile data turned on, if you are trying to send to another iPhone user(s) and it's failing? EDIT: can you receive text messages okay? If your plan includes talk, can you make and receive calls okay? If your plan includes data, can you browse to websites without needing to connect to a Wi-Fi network?

@Biao thanks for responding, but you missed at least a half dozen other questions in my reply.
In the meantime maybe I can direct you to this troubleshooting guide from Apple: If you can't send or receive messages on your iPhone, iPad, or iPod touch

@stonechucker amen to this.
@Biao we need waaaay more details than this. Are you a brand new customer and have yet to be able to send a message? If you're an existing customer and previosly they sent fine but stopped, what's changed?--have you changed plan, changed phone, anything else? Did you have a renewal recently? one coming up? What plan are you on--is it the $10 plan or somethign that includes unlimited texting? What phone are you using (brand and model)? What text messaging app are you using? And are you trying to send a regular SMS text message (all text, to a single recipient) or an MMS message (group texting, or containing an image or video or something)? If the latter, is your mobile data turned on? Are you on an iPhone XR on iOS 12?
If you can answer these, we can probably help pinpoint the issue.
