I'm fairly certain for the longest time, if I was in the middle of a call, call waiting would notify me of incoming caller IDs.
Recently I've noticed that all calls while I'm busy go straight to voicemail. I have no idea what prompted this change on my Google Pixel. Anything to do with Android 8.1 update?
In the phone app, call settings, call forwarding, whenever I load the page it "reading settings" and takes a bit to load.
I'm unable to make any adjustments to "When busy" in the "Call forwarding settings" page. If I try to TURN OFF or delete the voicemail number and UPDATE, both give an error:
"Call settings error - Your operator doesn't support disabling call forwarding when your phone is busy"
The same is true for "When unanswered" and "When unreachable".

To the original poster, I'm not sure if this is something for you too look at, but I was just looking at my 'Call Settings' in my phone dialer (android 6.x), and there's an option under 'additional settings' for Call Waiting.
Make sure it's turned on.

This may be of help to other customers. #XX# only checks the status according to that website. with double number sign ##XX# is what makes a change. So I think ##67# would have worked for me. But #67# only checks a status, and doesn't change anything. That's probably why trying those code recommendations didn't work!

Actually I dialed my own number, and it's the same effect as before I made the change. So if my voicemail is broken, it was broken even before this. I don't get any prompt to set up voicemail - it just goes straight to the generic multilanguage greeting.

I'm not sure about that at all. Currently don't have voicemail set up, but just in case I do in the future, does anyone know what the codes to "reverse" ##02# are?

Which was mentioned earlier would be informative. I just checked the phone settings and it still pulls the voicemail number in the call forwarding page from Public Mobile, so it probably isn't erased. I'm not sure actually whether #02# or ##02# did the trick but if we have the reversal codes we might be able to confirm that.

Ok guys I fixed this problem myself. I found the answer randomly googling about how to disable call forwarding on android phones. That's because I put my SIM in an iphone and everything was fine.
Something in the Android 8.1 update changed some settings. For anyone else with this problem, it's either one of these two codes that did the trick:
##02# (erase all call forwarding numbers)
#02# (disable call forwarding)
I did both before trying and now I can see call waiting numbers.

@denkom yes, that would be very handy indeed. Unfortunately, I don't advise holding your breath while waiting for it. 😞

Just a side note...I really wish we could manage our call forwarding settings from our account page on the web. On my last trip I forgot to enable call forwarding on my phone before we left and so I wasn't able to change it after. #wishlist

By the way I signed up another account with the same Public Mobile plan and the phone number still does call waiting just fine (iPhone 6).

However, I tried restarting phone, applying the code before/after restart, but whatever I do the incoming calls while I'm on a call still go to the generic voicemail number.

While normally one has to activate these * codes to get them to start, here's the codes to turn them off:
To deactivate:
Turn off Call Forward when busy #67#
Turn off Call Forward when no answer (~4rings) #61#
Turn off Call Forward when out of range #62#
Turn off alll call forward #21#
If you need i also have codes to activate the above let me know @pauldeng.
I activate them just before I travel to USA when it's short day trip & didn't get add on (so either to landline answering machine of fongo roaming...etc)

Call waiting is turned on. In fact, it always has been, and it used to work just fine.
The problem is that when "busy, unreachable, unanswered" (I guess one of these means during an existing call) the call is being forwarded to the voicemail number: 6475804001. This seems to be overriding the call waiting feature by my guess. Not sure what else it could be.

@pauldeng, call waiting is set in the additional settings menu. There's a check box for the feature within that menu. Make sure the feature is checked.
