I am in Mexico, an area served by AT-T, I upgraded to a 60G plan for Mexico, but my phone is not connecting with data? I have tried turning Airport on and off and wi-fi on and off - no luck? What can I do to connect to my data??

depending on where you are, your data will work on AT&T, Telcel or even Movistar. You won't be hit with any overage or usage fees for using them in Mexico. To call home make sure to dial +1, area code, number.

make sure you turn on mobile roaming data
also better to leave it with 4G or LTE. Try manually connect to different provider. AT&T and Telcel

Try enabling Roaming, rebooting your phone by power off then back on.
If that didn’t work, do a network reset.

Hi @0717
If you go into your settings, turn on data roaming. Also, while you're in settings, go to network settings and turn off automatic and pick ATT or a local provider and then reboot. On a side note, what phone do you have?
