Yes follow the advice above about putting a 1 in front of all phone numbers all your minutes are canada-wide so it doesn't matter if it's a local call or a long-distance call. Second login to your account and check what is left on your plan if it isn't there you have used it up that includes texting incoming or outgoing calling if you're on the $10 plan if you're on the $15 plan your only concern will be your outgoing minutes. It is best to top up this account with the $5 for 500 minutes Canada wide calling minutes that way you have the insurance of always being able to make a call and they roll over every month until you use them all up.

@Alexep If you have limited minutes of call, you probably used them up. You can get an add-on of 500 minutes Canada-wide for $5. You can go to "My Account" and get this add-on on the list. The unused minutes will be carried forward to next cycles until down to zero.

@AlexepLog into your selfserve account check to see if you are out of minutes (by seeing if you have minutes listed in the box).. if you are out of minutes just purchae extra minutes you with your $10 balance, you will be able to use voice feature again.

@Alexep , did you include 1 in front of the area code? Did you check whether minutes have been used up? This is a prepaid service, having a fund balance doesn't mean anything unless the customer takes action and buy an add-on if minutes are used up for limited usage accounts.
