Cannot block caller id, to keep my number private, when calling from Public Mobile or Koodo to customers who service provider is iTalk BB. Customer support agent said they cannot resolve it. This is just how it would be.
Another problem with using private call from Public Mobile and Koodo is that if a Rogers customer has a “block private caller” set up, Public Mobile users won’t hear a message to unblock the number but the call would just be unanswered. The Rogers user won’t even know you have called them.

for the iTalkBB problem, since PM looked into the problem and unable to resolve, look like you have to ask your friend who is with iTalkBB and check with them. But iTalkBB is just a very small VoIP carrier, it really could be just a problem on their end (and I doubt they have efficient customer support to fix it)
for your issue with Rogers, did you check with PM support agent? supposed the call should still go to voicemail. Since the calls got to Rogers customers and look like the "block private caller" is working (as it got blocked), it is an issue on the Rogers side that it does not pass to voicemail properly. It could also be the Rogers customer conditional forwarding (likely Forwarding when not answer) was not set properly. Ask your friend to check and ask him to open ticket with Rogers
