As per @hTideGnow reboot your phone and try again. If it doesn't work, get a hold of a CS Agent to assist in resetting your network. FYI. Please be warned, if you take @hTideGnow advice in resetting ALL your networks, this will also clear all saved WiFi spots and you will lose all that information. This SHOULD be shared at all time when people recommend this.

Plan change shouldn't affect call waiting
Try reboot phone first, then try Reset All Networks and test again
