Question on call forwarding. If I go to the UK and forward my PM calls to a different Canadian number/app does my PM sim need to remain in Canada in a phone that's turned on?

Textnow is also a good option. More ads and more prompts to use your number or lose it but I find call quality much better and you can send and recieve text messages vs only recieving text messages for free on fongo. Test both before your trip to see which service you prefer.

No. But you may want to keep your Sim with someone you trust in Canada in case pm/telus makes a system change like the introduction of VoLTE earlier this year changed the call forwarding settings canceling everyone's call forwarding settings and returning them to the default voicemail option.
With a friend of family member in possession of the dim card they can pop it in their phone and reprogram your voicemail settings and/or recieve 2FA texts codes for you. It's only if you travel to or fly over or have a stopover in the US do you need to have the sim removed or airplane mode engaged to ensure you do not connect to a US tower triggering the voicemail defaults.
