Unfortunately if you apply the iPhone filters such as ignore unknown callers etc you may also block important calls.
What you could do is when you receive a spam text or call just use the "block caller" feature.

Public Mobile doesn’t support Call Control like Telus or Koodo — that’s a really good feature they offer, but it’s not available on Public since it’s the lowest tier in the TELUS family.
For iPhone (like your 13), you do have Apple’s built‑in tools to help reduce spam calls, even though Public doesn’t offer Call Control:
this sends calls from numbers not in your contacts straight to voicemail.
Settings → Apps -> Phone → Silence Unknown Callers.
if you’re updated to iOS 26 or later, you can go to:
Settings → Apps → Phone → Screen Unknown Callers.
You’ll see options like:
Ask Reason for Calling — your iPhone answers the call first and asks the caller why they’re calling, then shows a transcript so you can decide whether to pick up,
Silence unknown callers right to voicemail
These are just workarounds and not as effective as Call Control, because Call Control works on the carrier’s side — it stops spam calls before they even reach your device.
Even with the built-in iPhone screening options, the call still reaches your device, and Siri asks the caller why they’re calling. That makes it less effective compared to true carrier-level Call Control.
