I am new to public mobile. I tried signing into my account and it said my password was incorrect. I tried changing my password and it said I would get an email to do so. I never got the email (not in my spam either). When I tried again, it said I was blocked out of my account and had to contact public mobile. How do I do this?

I think you might have tried too many time and triggered a temporary lock for an hour.
you can try back in an hour . if still fail, contact Mod to have it reset:
