 Hello am I able to pay for a public customers bill if I'm not with public ?

yes you can make payment to anyone you have the phone number with public mobile

go to Shell Stations to purchase vouchers and call from any phone number to (1-855-478-2542)

 and enter that person phone number and then enter 12 digit PIN #, on the receipt vouchers.

Other than the previous ideas of registering your credit card on any account and giving vouchers to anyone, you can enter vouchers yourself using 1-855-4pu-blic and entering their number and entering the voucher. Or you can go to a few stores and use real time payments and give the clerk the provider and phone number. Those options can make you look like an anonymous benefactor.

You mean to pay somebody else bill?

Sure. Buy them voucher or give them your CC info so they can register your CC at PM site. PM customers do not have to use CC issued to their name.

You just need to have the login to My Account and have your credit card added to the profile

However, please be aware that at the moment, card can be added on the system but cannot be removed unless you open ticket with PM CS agent to have them remove for you.  So, if you are helping a friend, i don't think you should.
