I received an email that my account has been put on hold because payment was not received. However I have pre-authorized payment, so wondering what the status is. And I was charged 21.85$ on August 5th for top-up something but I have no clue what it is. Because I didn't have anything added to my account. Please advise me.

A lot of customers got the same email.
As long as you have service and your account says Active, ignore it. Looks like some small bug in PM system and PM is aware of it.
