I am being charged separately. I opened an account one day for my device, got charged $45.20 instantly even though I didn’t activate a SIM card. Then I opened another account two days later for two devices. I am only using two devices/sim cards.

if you overpaid, the extra you paid will be showing in Available fund. Don't do anything, just leave it there, PM will use that extra for next renewal
if you really want refund, it will take long, like 2 weeks. You will need to submit ticket here

Do you see the overpaid amount in your balance here? If so then you could just leave it for the next renewal.
